In some ways it is fairly simple; you define the rules, and then you determine how they get applied using the Patron Services parameter Consortium Circulation. There is a fairly good description in this PDF version of an older manual (PDF page 260).
Since 2009 we’ve used the combination of Transacting & Lending library, which means the rules set up for the CKO library are the ones that are followed.
There are some settings that are only set at the system level, which means everyone has to decide on the same thing in terms of the setting.
And you should make the setting for who sends out the notices consistent as well. We use the patron’s registered library so they only get ONE lost notice.
